A political economic view about the Brazil’s minimum price guarantee policy
Abstract
O objetivo deste artigo é analisar a evolução da política de garantia de preços mínimos para produtos agropecuários no Brasil no período de 1987 a 2014 sob a ótica de algumas categorias analíticas fornecidas pela economia política. Entre essas categorias se destacam a atuação de grupos de interesses, os macrosistemas (incluindo as arenas de decisão), os subsistemas e as redes de políticas, as quais ajudam a entender as três maiores mudanças ocorridas na PGPM nos últimos 20 anos, as quais são: (1) a separação entre programas de apoio exclusivo à agricultura familiar de outros que também atendem à agricultura não familiar; (2) o caráter menos intervencionista dos novos instrumentos de PGPM que atendem à agricultura não familiar; e (3) o caráter doador dos programas que atendem à agricultura familiar.
