Dose response effect of the constitutional financing fund of middle west (FCO) in the Goias state

Abstract

The study evaluates the Constitutional Financing Fund for the Center-West (FCO) in the state of Goiás between the years 2004 and 2011, using Rais microdata, and loans from the FCO “Empresarial” Program. The results show a positive and statistically significant impact of the FCO on employment and wage growth at the firm level. We use the Propensity Score Matching (PSM) and the Generalized Propensity Score (GPS) methods. The GPS treats the treatment variable as continuous, therefore, verifies the heterogeneous effects instead the average impact. Moreover, the dose response results indicate that the loans values affect wages and employment. The evidences presented suggest new heterogeneous patterns in the program effect and complement the results previously reported in the literature.

É pesquisador em Economia do Instituto Mauro Borges de Estatísticas e Estudos Socioeconômicos, vinculado à Secretaria de Planejamento e Gestão do Governo do Estado de Goiás, e professor do IPOG. Foi professor substituto da Universidade de Brasília, professor-tutor da UAB (Universidade Aberta do Brasil) e da ENAP (Escola Nacional de Administração Pública).

Professor Adjunto na Universidade de Brasilia. Possui graduação em Ciências Econômicas pela Universidade de São Paulo (2003), mestrado em Economia Aplicada/PPGE/FEARP/USP pela Universidade de São Paulo (2006) e Doutorado em Economia pela EESP-FGV com período sanduíche na University of Illinois no perído de agosto de 2010 a julho de 2011. Desenvolve trabalhos de Econometria aplicada em Economia do Setor Público, Economia da Educação e Avaliação de Políticas públicas.

Guilherme Mendes Resende, Conselho Administrativo de Defesa Econômica (CADE)

Economista-chefe do Conselho Administrativo de Defesa Econômica (CADE), Brasília, DF, Brasil. É PhD em economia regional pela London School of Economics and Political Science (LSE-University of London) (2011), economista, advogado, e possui mestrado em economia pela Universidade Federal de Minas Gerais-UFMG (2005). É pesquisador concursado do Instituto de Pesquisa Econômica Aplicada (IPEA) desde 2004. Atualmente, é Diretor-adjunto da Diretoria de Estudos Regionais, Urbanos e Ambientais (DIRUR/IPEA). Foi Coordenador de Estudos Regionais da DIRUR/IPEA entre 2013-2014. Tem experiência na área de planejamento e desenvolvimento regional e urbano e avaliação de políticas públicas, tendo vários trabalhos publicados em revistas acadêmicas nacionais e internacionais. Foi ganhador de vários prêmios nacionais e internacionais, entre eles o Prêmio BNB de Economia Regional 2015, o Prêmio SBE Finanças 2015 (2º lugar), o Prêmio Paulo Haddad 2011 da Associação Brasileira de Estudos Regionais e Urbanos e o Prêmio Epainos 2009 da Associação Européia de Ciência Regional (ERSA). É membro do Conselho Editorial da Revista Econômica do Nordeste-REN. Possui mais de 70 trabalhos publicados no Brasil e no exterior.
