O acordo de Basileia III e a pró-ciclicidade da regulação financeira

O artigo discute um componente da regulação financeira, a pró-ciclicidade. Com o surgimento do acordo de capitais de Basileia III, diversas medidas são propostas para atenuar tal característica. Se introduz requerimentos de liquidez, limites máximo de alavancagem, e são criados buffers de capital ciclicamente variável. Observa-se que as propostas apresentam falhas e que, do modo como foram elaboradas, podem não cumprir seu objetivo de propiciar maior higidez ao sistema. Observa-se que: i) abordagem de requerimentos mínimos de capital sensíveis ao risco poderá não funcionar bem concomitantemente com a taxa de alavancagem; ii) a variável proposta como referência para a inserção do buffer anticíclico, o gap crédito/PIB se apoia em rala evidência empírica e teórica, e sua adoção pode gerar resultados opostos aos esperados. Por fim, o trabalho aponta alternativas para a política regulatória e procura, com isso, contribuir com esse debate que tem se tornado central no período pós-crise.
