DESIGNING AN INSTRUMENT FOR MEASURING GOVERNANCE IN BASIC EDUCATION IN BRAZIL

Focusing on governance in basic education, more specifically on the educational governance process, this study describes the designing of an instrument for evaluating Brazilian education. Based both on the Governance Analytical Framework (GAF) posited by Hufty (2011) and on the methodology proposed by Pasquali (2009) for designing and validating an evaluation instrument, this research involved the following stages: 1) delimiting the object and attributes measured by the instrument, 2) providing the constitutive definition and the operational definition of the “educational governance” construct, 3) elaborating the items, and 4) carrying out a theoretical analysis of the items. The literature and the relevant legislation were considered to elaborate the constitutive definition of the construct to be measured in the instrument. Subsequently, the items were theoretically analyzed through interviews and focus groups; this stage resulted in the application of a pilot instrument and definition of a final version with 25 evaluation items. Considering the scarcity of empirical research on governance in basic education systems, especially in Brazil, the present study provides valid theoretical and practical contributions to this field of research. In particular, the instrument, one empirically validated, can be used to build global indicators of the Sustainable Development Objectives (SDGs), especially the SDG No. 4.
