Abstract
The objective of this work was to establish parameters for an efficient purchasing policy that is appropriate to the reality of a public health organization. To this end, the main topics inherent to good inventory planning and their peculiarities in adapting them to the Brazilian public system were explored. It is shown that the total cost of the operation will vary considerably, both with the variation in response time and with the interval between stock reviews. At least for high-cost items, undertaking frequent reviews and shorter response times is essential for hospital economics. Seasonality and demand variation also have their impact quantified in the article. When addressing the service level, it deals with the challenge of reducing over-stocking without incurring a lack of inputs. Stratification is an appropriate device to minimize costs, while the definition of budgetary limits makes it possible to rationalize orders. Adjusting inventory planning to the reality of public management is a challenge and the simulation of scenarios allows foreseeing obstaclesand deficiencies.
