Development of a Performance Measurement System stem from Balanced Scorecard: action research in a blood bank in Maringá - PR.

Abstract

The performance measurement system (PMS) is a manner of monitoring actions and their respective results in a way that the system could be related to the organization strategy and aid in the decision-making. Moreover, the PMS refers to the supervision of the entire institution and identifies the directions taken toward the goal. The method used in this study was the action research, so the researcher and the employees worked together democratically. This relation enabled both parts to share their experience so the actual situation could be changed. This study was developed in a blood bank in Maringá, which is responsible for the supply of blood components for 30 cities, where the performance indicators did not do the supervision of the strategy. Thus, this study has the aim to purpose a robust PMS to monitor the organization strategically from the model of Balanced Scorecard (BSC). The result of this study was the proposal of 32 indicators that have shown to be balanced and could evaluate the organization as a whole.
