ELECTRONIC GOVERNMENT AND THE USAGE OF SOCIAL NETWORKS FOR THE COMMUNICATION WITH THE BRAZILIAN PUBLIC HEALTH SYSTEM (SUS)

Abstract

The study analyzed how the use of Facebook as a platform for communication and relationship with the citizen who are users of the Public Health System of Minas Gerais, Brazil. The research methodology consisted of documentary analysis, content of the Fan Page, as well as questionnaires answered by public managers and Internet users identified as influential through indicators generated by the Fanpagekarma tool. The research concluded that there is an underutilization of the collaborative aspects of social media in relation to the possibilities of stimulating citizen participation, prevailing a unidirectional flow of information from the Government to the Citizen, which is characteristic of the initial stage of Electronic Government. For the investigated case, there is a transposition of the informative character of the institutional portal to the social media. The theoretical contribution of the research lies in a proposal of classification of levels of Electronic Government that can be applied to evaluate the communication approaches with the citizen.
