MORE THAN 600,000 DEATHS: EVALUATION OF THE EFFICIENCY OF THE PUBLIC HEALTH SYSTEM IN BRAZILIAN MUNICIPALITIES IN THE TREATMENT OF COVID-19

Abstract

The clinical and managerial efficiency of SUS hospitals in the treatment of COVID-19 in Brazilian municipalities was evaluated from the date of the first case of the disease in the country until the date of death, number 600,000, with the inclusion of the number of vaccinees as a variable of analysis. The two-stage DEA method was used. The 640 municipalities in the sample were used as DMUs to assess the managerial and clinical efficiency in the treatment of COVID-19. The results show that the cities analyzed have, on average, better levels of managerial efficiency (0.86) than clinical efficiency (0.67). It was evident that 38% of the sample had high managerial and clinical efficiency in the treatment of COVID-19, while 19% had low managerial and clinical efficiency. It was shown that 63% of the municipalities have a significant opportunity to improve their managerial or clinical efficiency. It contributed to the proposal and implementation of a model to assess the management and clinical efficiencies of municipalities in the context of COVID-19, with the inclusion of the vaccinated population as an analysis variable. The models and results can be used by researchers and public bodies such as ministries and secretariats.
