INFLUENCES OF BUDGETARY EXECUTION ON THE MANAGEMENT OF MILITARY HOSPITALS

Abstract

Due to resource limitations and the increased demand for public policies, the theme of efficiency has been extensively researched in the private and public spheres. In this context, this work aims to measure the level of efficiency of Brazilian Military Hospitals and to analyze the determining factors of efficiency, focusing on public expenses incurred for the execution of Medical-Hospital Assistance. Based on data from the Federal Senate and the Brazilian Armed Forces, the Data Envelopment Analysis method was applied to measure the degree of efficiency in the consumption of inputs of each hospital unit, in the period from 2014 to 2018. Subsequently, from the application the Tobit regression model, the factors that most favored the efficiency level of each hospital were determined. The results help decision making by public managers and show the positive influence of capital expenditures in relation to hospital efficiency, in order to promote resource efficiency in favor of people's health.
