MENTAL HEALTH, COVID 19 AND THE RESPONSE IN COLOMBIA WITHIN THE FRAMEWORK OF MENTAL HEALTH POLICY

Abstract

This article addresses the direct and indirect health impact of the COVID-19 pandemic, as well as the state response, with emphasis on the Colombian case. Objective: To analyze the Colombian state response from public policy to the mental health consequences associated with COVID 19. Method: Hermeneutic documentary analysis, from public policy and WHO guidelines. Theoretical basis: Development of WHO policies, plans and programs; monitoring and evaluation of mental health policies and plans (WHO) and sociology of norms and institutions. Results: The impact of the pandemic on mental health has been multiple, increasing the frequency of mental problems (violence, suicidal behavior) and mental disorders (generalized anxiety disorders, post-traumatic stress disorder). States have initiated early mental health containment strategies. Colombia has developed an initial response with innovative elements, but it is limited by gaps in comprehensive care strategies, rehabilitation, financing, human talent in mental health, information systems and sectoral and intersectoral management, which may affect its subsequent monitoring and evaluation.
