CORRELATION BETWEEN THE ADDRESS OF BENEFICIARIES AND THE JUDICIALIZATION OF HOME CARE POLICY IN THE STATE OF ALAGOAS

Abstract

This article analyzes the relations that may exist between the addresses of the beneficiaries and the judicialization of the public policy of home care, provided by the State of Alagoas, in the Municipality of Maceió. To this end, information was collected on the average family income in the neighborhoods of Maceió and on the number of inhabitants per neighborhood, as well as on the distribution, by neighborhood, of the beneficiaries of the home health treatment service, identifying those who obtained this service through administrative means and those who obtained the same service through judicial means. Then, the correlation was calculated between the number of beneficiaries of the home care service paid by the State of Alagoas divided by the number of inhabitants of the neighborhood and the average family income of these neighborhoods. As a result, it was found that, in 2019, no citizen was able to obtain, in Maceió, through administrative means, home care services funded by the State of Alagoas; that, by judicial means, both residents of the wealthiest and poorest neighborhoods had access to the service, and that the correlation between the average family income in the neighborhood and the number of beneficiaries per neighborhood is negligible; that the judicialization of public home care policy benefits, in Maceió, both residents of the wealthiest and poorest neighborhoods, but it benefits more, both in proportional and absolute numbers, the residents of the poorest neighborhoods.
